Simcoe County Municipal Comprehensive Review (MCR)

Simcoe County is currently in the process of undertaking a Municipal Comprehensive Review (MCR) of their Official Plan. An Official Plan is a guiding visioning document that sets out where and how to grow. An MCR is an exercise that is undertaken to comprehensively apply the policies and schedules of the Provincial Places to Grow Plan to an Official Plan initiated by an upper-tier municipality under section 26 of the Planning Act. Following the completion of the MCR the new Official Plan will require approval from the approval authority, which is the Province.

The Province released two draft guidance documents in March 2018 to assist upper-tier municipalities with the MCR process. The Province established a deadline of May 7th, 2018 for comments to be received on the draft guidance documents, however, this deadline was extended to June 19th, 2018. Comments were submitted to the Province by Simcoe County that were informed by discussions with upper-tier colleagues in the Greater Golden Horseshoe.

The County will continue to work through the MCR process by undertaking tasks that can be completed at this time. Following the review of the comments received by the Province it can be anticipated that updated guidance documents will be released which will enable the County to move forward with their MCR. Furthermore, it is anticipated the County MCR process will be completed over the next 5 years.
